DURING the Joseph Mubiru Memorial lecture at Speke Resort Munyonyo last week, which was also attended by Donald Kaberuka, the president of Africa Development Bank, Prof. Semakula Kiwanuka, the state minister for investment, shocked everyone when, while reacting to a submission by former Rubaga South MP Ken Lukyamuzi, he stated that the Ugandan government had reduced HIV prevalence from 80% to 6%! Lukyamuzi had claimed that the Government had done nothing to eradicate poverty.

Prof. Semakula brought the statistics as evidence of the NRM government’s achievement.

Semakula’s utterance was met by murmurs of wonder from delegates in attendance who included diplomats. Professor, no HIV prevalence that high has been recorded anywhere in the world. Uganda’s HIV prevalence rate actually fell from 18-6%.

We do, however, understand if it was a slip of the tongue. We just had to set the record straight.
