Kayihura shuffles Police commanders

THE Inspector General of Police, Major General Kale Kayihura, has made a shake-up in the Police leadership, transferring nearly all the district Police commanders countrywide.

THE Inspector General of Police, Major General Kale Kayihura, has made a shake-up in the Police leadership, transferring nearly all the district Police commanders countrywide.

In the changes, the Police boss also transferred a number of criminal investigations officers at both the regional and district level.

About 170 Police officers have been affected in the latest reshuffle. The transfer message was signed on Sunday by Assistant Inspector General of Police, Richard Bushererwa, and sent to all Police posts, stations, units and regions for immediate action.

The reshuffle comes at a time when two district Police commanders are facing charges of corruption and abuse of office.

The acting Oyam district Police commander (DPC), Hassan Ali Inziku, was recently arrested over soliciting a sh1m bribe. He was released on Police bond and suspended.

Kayihura last week also ordered the arrest of Kiboga DPC William Kawuka for allegedly extorting money from the public and detaining people in un-gazetted areas.

Kawuka was arrested with four junior Police officers. Police spokesperson Judith Nabakooba described the transfers as normal. She also indicated that more transfers were to come.

The transfers have also affected some of the officers undergoing training at Kabalye Training School in Masindi, whose posts have been filled. They include Stephen Tanui, the commander of the Central Police Station, who has been replaced by Anatoli Muleterwa.

“The transfers will come in phases. Even those on training in Masindi will be deployed in due course. There should be no cause for alarm,” Nabakooba said.

Among those affected are the Police commanders in Kampala city. The Kira Police chief, Samuel Bamuzibire, has been moved to Luweero. Phillips Acaye of Wandegeya has been transferred to Kawempe.

Ahmed Kimera of Old Kampala has been deployed as Moyo DPC while Tibbs Johnson Kiconco of the Kampala Central Police Station has moved to Kamwenge as DPC.

Furthermore, Augustine Kasangaki from Old Kampala goes to Hoima as the district Police chief. A number of officers have also been sent for further training.

In a related development, Kayihura has created three more Police regions in the north to improve delivery of services and efficiency within the force, according to Nabakooba.

“The purpose of creating new regions is to improve efficiency and delivery of Police services and to reduce spanning of the new districts that have been created over time,” Nabakooba explained. She added that some districts were too big and difficult to coordinate.
