Two people, one of them a four-year-old girl, were shot dead yesterday by Special Police Constables (SPCs) trying to effect an arrest in a city suburb. Jovina Busulwa and Patrick Maale Sentumbwe, 20, died of gunshot wounds following the 7:30am incident in Nansana East One zone. Simon Kirabira and Peter Serukwaya attached to Nansana Police Post, stormed the residence of Margaret Namubiru to arrest Sentumbwe, over a defilement case. The Kampala Extra Police chief, Edward Ochom, said Sentubwe accosted the SPCs, prompting them to shoot but residents claimed the policemen shot indiscriminately into the suspect’s room. In a statement, Police spokesman Gabriel Tibayungwa regretted the incident, which he said was being investigated.

Katikkiro to get mace

Kabaka Ronald Mutebi will today hand over the kingdom mace (Ddamula) to the new Buganda premier (Katikkiro), Eng. John Baptist Walusimbi, 64. Ddamula is the official symbol of power given to the reigning Katikkiro, mandating him to handle the kingdom’s affairs. The function, which will be held at the Lubiri (palace) entrance, is expected to attract hundreds of people. Walusimbi, from the Civet cat clan (Effumbe), was appointed premier on December 31. In the Kiganda tradition, the mace must be guarded so that it is not snatched. During the hand-over ceremony, the premier must come with guards to protect him from anyone eyeing it. There will be a tussle among the clan members of the Katikkiro, the Kabaka’s guards and members from other clans to grab the mace. If the Kabaka’s guards grab it, the premier could lose his post and get fined head of cattle.In case someone from another clan grabs it, the Katikkiro could either lose his post or pay 100 head of cattle to the other party.
