Masaka UPE schools short of 2,000 latrines

SCHOOLS under the Universal Primary Education (UPE) scheme in Masaka district are faced with a shortage of 2,000 latrines to cater for the 201,427 pupils enrolled in the programme.

Francis Ssekaddu, the district education officer, said the schools without latrines would be closed down.

In his report addressed to the the district council, Ssekaddu said at least sh105m was required to address the shortage.
“Many toilets constructed in the 1990s have collapsed, while others are full, yet the school enrollment rate is overwhelming,” he said.

Ssekaddu added that the Government stopped releasing the school facilitation grants in the 2003/2004 financial year, hence affecting the infrastructural development of the UPE programme.

Ssekaddu said the capitation release per pupil had reduced from sh6,550 to sh3,000. He noted that Masaka had received sh431.6m out of the sh880.8m budget.
