THIS week, signs of fatigue consequent upon handling the House by himself, started manifesting on Parliament Speaker Edward Ssekandi. Having finished last week under stress that prompted him to call for a break on Thursday due to what he termed “personal problems”, Ssekandi entered the second month without alternating with his deputy, Rebecca Kadaga.

Kadaga, who was discharged last month from Watford General Hospital in London is reportedly recuperating in her home in Ntinda, so she is not yet available to relieve Ssekandi.

This has raised concerns from MPs as to whether there is need for a second Deputy Speaker, in case the two are indisposed, as they nearly are.

In turn, tongues have started wagging, as to who is fit to preside over the House in case such a void occurs and the situation warrants. In such a scenario, members would be obliged to elect someone among themselves .

Sh501m CHOGM huts queried

Business continued with the CHOGM committee scrutinising projects that were undertaken from the summit monies. Members of the committee were shocked on Tuesday to learn that the Government spent sh501m to construct a CHOGM cultural village, which included 16 grass-thatched huts at Uganda Museum. Two of the huts have been eaten up by termites only four months after they were built.

New radar breaks down

MPs also heard that the new radar at Entebbe meteorological station, repaired at a cost of sh500m in preparation for CHOGM, has broken down. It broke down in January, according to the engineers at the station. “In case of a storm, fog or heavy winds, we can’t send the signal to the pilot who may wish to land or take off at the airport,” Engineer Nyanzi Kabunga told the committee on CHOGM on Wednesday.

MPs demand list of State House staff

Monday was not a good day for the State House comptroller, Richard Muhindo. The public accounts committee demanded a list of state House employees. MPs said there was unfair regional distribution of jobs in State House. The anomaly was raised in the Auditor General’s report for the financial year 2005/06.

MPs head to Kasesensero

After a long stressful week in which the legislators haggled over a sh50b Phenix Logistics debt swap, members took time off to visit Kasensero landing site, Rakai district. They will construct an HIV/AIDS care centre as part of activities to mark 25 years of the HIV/AIDS scourge in the Uganda. Parliament Speaker Edward Ssekandi led the team. Kasensero, located on the shores of Lake Victoria, was the first place in Uganda to be hit by AIDS.
