A LAW on power thefts should be enacted, investors have suggested.

According to the Presidential Investors Roundtable (PIRT) report, the investors said President Yoweri Museveni should “make a statement on power thefts, making it a criminal offense and establish a special unit in the Police to curb power thefts.”

“Members urged for computerisation of billing, installation of pre-paid meters and elimination of manual processes,” the report added.

The investors urged UMEME to eliminate power theft perpetrators and become more effective in provision of services like transformers, meters, cleaning up of records and attending to customer complaints.

The PIRT was set up by Museveni. It is aimed at identifying obstacles to investment and finding solutions.

However, the energy minister, Daudi Migereko, said the Government had already issued pre-paid meter concessions in Kanungu and Kabale.

He said all new housing projects would be required to use pre-paid meters.

“Kenya Power is one of the utilities that has reduced leakages through computerisation and makes profits despite high power losses,” Migereko said.

The investors also asked for incentives like a rebate on Value Added Tax for investors who operate in the rural areas.
