Official held over sh10m NUSAF project funds

The Police in Arua are holding a leader of former combantants over misappropriation of money. John Tisika, the chairman of the Onzoro ex-combatants project in Katrini sub-county, is accused of misusing over sh10m meant for a diary project.

The association received the money under the Northern Uganda Social Action Fund (NUSAF). However, Tisika allegedly bought malnourished animals and pocketed a larger part of the money.

President Yoweri Museveni, during his recent visit to the West Nile region, ordered for an audit of NUSAF activities following complaints from the would-be beneficiaries.

The Arua resident district commissioner, Ibrahim Abiriga, said Tisika was exposed after some of the 15 members of the group said they were being sidelined.

According to Abiriga, only eight poor quality cows were purchased and two had reportedly disappeared.

Yovanni Ate, a member, said complainants were instead threatened with death when they queried the quality of the animals.

“We were supposed to set up a procurement committee before purchasing these cows but this did not happen.

“Since then, Adrian Adriko, who bought the cows, has been sidelining us.”

Adriko is on the run but Tisika told the Police that he received only sh2.8m, adding that Adriko retained the balance.
