Officials to be axed for misuse of funds

THE district council has passed a resolution that mandates the chief administrative officer to take disciplinary action against heads of departments who fail to utilise development funds.

The motion was presented by the district vice chairman Joshua Masereka to the council recently.
“Mr. Speaker sir, I wish to propose that all officers who do not account for money they have spent in the stipulated time, be penalised by not getting their salaries.”

The proposal was against the background that when the current district executive and council took over office, more than sh1.5b in public funds had not been accounted for.

“I wish to commend the chief administrative officer Mr. Giles Kahika, for using minimum force to compel the concerned officials to account for funds,” Masereka said.
He added that officials who fail to spend money and have it returned to the donors or central government, should also be punished by removed from office.

After a long discussion, the council passed the two proposals resolving that the resolutions would help the chief administrative officer to take action against lazy and indisciplined public officers.

In his speech to the council, the district chairman, the Rev. Julius Kithaghenda, called upon the councillors to ensure that they monitor both the Government and NGO development projects in the areas they represent.

“It is important for us to be in the know of what the Government undertakes in our areas. We should closely supervise the technocrats and all development partners.”

“There will be no defence for those using their positions to sabotage efforts to develop the country,” Kithaghenda warned.
