The state minister of MicroFinance, left residents of Wabigalo muttering when he delayed a certificate-giving ceremony to enjoy a cigarette.
Scouts say that last week, while launching a cassava processing and packaging plant in Wabigalo sub-county, Nakasongola, the jocular Saleh, pulled out a fag in the middle of the award ceremony and blazed it, stalling the proceedings.
Eager farmers waiting in the scorching sun for the certificates, looked stunned. At least Saleh was kind enough to apologise for the inevitable delay, announcing that it was his lunch break.
He was later to send them rolling with laughter when he cheekily pleaded for real food. “Bannange, mwafumbye ku kameere? enjala ennuma.†(Comrades, did you prepare any food? I’m starving).
He queued for food rather than have it delivered on the high table!
