Minister warns officials against exploiting the poor

FRED Mukisa, the fisheries state minister, has warned district commercial officers against extorting exorbitant monies to register Savings And Credit Cooperative Organisations (SACCOs).

He said they are a pre-requisite for all Ugandans intending to access
Bonna Bagaggawale funds.

“Some district officers force people to pay huge dues to register SACCOs. Any official we find doing this will be punished,” he said. Mukisa was speaking at a sensitisation workshop on the formation and management of SACCOS at Colline Hotel, Mukono recently.

Beach Management Unit officers had earlier accused the commercial officers of demanding up to sh20,000 instead of about sh50,000 for registration.

Mukisa also warned Beach Management Unit members who were engaging in illegal activities on Lake Victoria for many years.

For many years, he said illegal activities have been going on in the fisheries sector because there was no political guidance.

Charles Byanyima, the executive director of the Microfinance Support Centre, urged Ugandans to join SACCOs.

He said the loans would have to be paid back.
