The government has set the expiry date of existing local government councils on May 11, 2006.
In a statement on December 23, 2005, local government minister Prof. Tarsis Kabwegyere (below) said the incumbent President’s term of office would also expire on the same date.
The statement, copied to all district chairpersons and mayors, said all councils would automatically be dissolved and council members would vacate office on that day.
The dissolution of councils is based on Article 290 of the Constitution in the constitution amendment Act 2005.
“I would therefore, like to advise that for practical reasons, district, municipal, sub-county and town councils should not hold meetings during campaign time,” the minister said.
Kabwegyere said the directive on holding meetings would be effective immediately after the nomination day until after May 11, unless there is absolute necessity to do so.
He said during this time, the chairpersons, their executive committees, the chief administrative officers and town clerks would run the councils.
Kabwegyere warned local government accounting officers against mismanaging council resources during the election period.
