Health state minister Dr. Alex Kamugisha has defended his son’s job with the Uganda Global Fund Project management Unit (PMU), saying he was employed on merit.
Julius Mugisha, a graduate of business management in India, was recruited as a PMU data management officer in December 2004.

The commission of inquiry into the alleged mismanagement of the Global Fund told kamugisha on Monday, that his son’s employment could be interpreted as ‘nepotism’.

“I had no hand in getting him the job. He was a graduate of business management and got a diploma in computer. He responded to an advert, was interviewed and recruited.

“I am a parent. I have educated Mugisha with my money. He is entitled to a job. He is being traumatised for nothing,” Kamugisha said.

He was angry that Mugisha’s boss said he was not qualified and was trained in computer programmes on weekends.

All the people recruited with Mugisha had to undergo training on new computer programmes, Kamugisha said.

Justice James Ogoola, the chairperson of the commission, said they received information that there was no advert in the paper for Mugisha’s job.

Ogoola said a different team and not the usual team conducted Mugisha’s interview.

Kamugisha said the PMU should be disbanded because it was creating public management chaos.
