Mwesigye now UHRC secretary

Margaret Sekaggya, the UHRC chairperson, yesterday confirmed the appointment but would not divulge details.

She said she was on leave.

However, sources said Mwesigye, who retired from KCC in November 2003 to take up a consultancy with the World Bank on urban issues, sat interviews with five other candidates and emerged top.

The identities of the candidates were not established.

Mwesigye, 58, KCC’s longest-serving town clerk, was replaced by James Segane.

Hudson Hanika has been the acting secretary to the UHRC. The commission, under the law, has powers to appoint its secretary, who is the accounting officer.

“Mwesigye did very well in the interview. He also had very favourable recommendations relating to his work in KCC,” said the sources. The sources said Mwesigye’s ability to mobilise resources for the city council while he was the town clerk earned him more marks.

It was noted that Mwesigye was able to work quite well with an executive headed by an opposition mayor John Ssebaana Kizito. Ssebaana was replaced by another opposition mayor Hajji Nasser Sebaggala of the democratic Party.
