“It seems the ministry of health has slept again. I have not been waking them up. It is the ministry of sicknesses, because their strategy is that you should be sick before you qualify for treatment but I want it to be a real ministry of health, which means you shouldn’t be sick. Many of these sicknesses are preventable. Cholera can be avoided,” Museveni said at the 15th anniversary of the JCRC, referring to the outbreak of cholera in Kampala.
