THE Government has signed an agreement with the World Bank worth $70m (sh130b) for public service reforms.

Finance minister Dr. Ezra Suruma signed on behalf of the Government, while Grace Yabrudy, the World Bank country manager, signed on behalf of the bank. The function took place at the Ministry of Finance boardroom in Kampala on Tuesday.

A statement from the World Bank said the international development Association credit would be used to implement the Public Service Performance enhancement Project (PS-PEP).

The project aims at transforming the public service, making it affordable, efficient and accountable in the use of public resources and service delivery.
The project is also expected to support the improvement in policy, institutional and regulatory environment, for sustainable economic growth and service delivery.

Speaking at the ceremony, Yabrudy emphasised that an effective public service will contribute to the Government’s effort to improve governance and fight corruption.

Yabrudy commended the Government’s efforts in developing a new and more strategic Public Service Reform programme and called for the speeding up of the project implementation to ensure that the critical path to reform is not compromised.

“I wish to strongly urge the Government to show great commitment to implementing this important project and to ensure that the necessary policies are passed both at Cabinet level and Parliament.

“We believe that a more transparent and more efficient public sector will be the hallmark of this project, which will positively affect all the other programmes that we support,” said Yabrudy.

The public service project was designed through a consultative process with the ministries of finance, public service, local government and the Office of the Prime Minister, as key implementing agencies of the public service reforms.
