Is BOU in charge?

SIR — Not long ago, the Bank of Uganda (BOU) issued a warning to forex bureaux against rejecting dollar bills made in the 1990s.
SIR — Not long ago, the Bank of Uganda (BOU) issued a warning to forex bureaux against rejecting dollar bills made in the 1990s.
But recently, I went to Crane and BM Forex bureaux and was shocked when I was told that bills made in 1999 carried lower rates just like smaller denominations of $20 and below.
What puzzled me was when I went to Diamond Trust bank and they bought all the bills at the same rate, including smaller denominations. Is BOU really in charge?
