THE scrapping of graduated tax will make Kampala City Council (KCC) lose sh4b annually, the city secretary for finance and economic affairs, Francis Rwego (above), has said, writes Catherine Ntabadde.
He told reporters at the City Hall that graduated tax has been KCC’s biggest source of local revenue.
Rwego said the abolition of the tax would affect service delivery.
He said they doubt the Government’s ability to give them the amount of revenue KCC has been collecting from the tax.
“The sh30b the Government has budgeted for to fill the gap created by the abolition of the tax cannot be enough for all the districts yet new ones have been created,” Rwego said.
He said KCC would lobby for more funds because there are many responsibilities in a capital city.
