The district Police chief, Taire Idh-wege, said Tonny Ogwang Adwari went around telling people not to vote.
Ogwany, however, denied the allegation. “I am going to make a statement but it will be brief because I am not a criminal,†he said.
The district registrar, Dennis Ebong, said the general turn-up in Lira municipality was very poor because many voters were not fully sensitised about the exercise.
