Mengo is excited that the Constitutional Review Commission has recommended a federal system for areas that need it.

“We have been vindicated by the report because that is what we (Buganda) had asked for: federo for all the regions that cherish it and not Buganda alone. We hope Parliament will agree with the report because this is what Ugandans want,” deputy Katikkiro Kaaya Kavuma said.

Information, youth and cabinet affairs minister Pater Mayiga said Mengo still cherished federo and requested that the Government should not alter the CRC recommendation.

“It’s incumbent on government to implement the recommendations of the report. We are watching it keenly,” Mayiga said.

The commission handed over its report to the justice minister, Janat Mukwaya, on December 10, 2003.

Makindye West MP Nsubuga Nsambu said he was happy with the recommendations.

Nsambu was, however, critical of statements made by the Movement officials that Buganda would get federo but not be allowed to levy taxes.

“With or without money we want federo,” Nsambu said.

Rubaga South MP Ken Lukyamuzi said the recommendation that Buganda would get the system of government it wanted had excited him.

Lubega Kaddunabbi (Butambala) said he would woo support for federo in parliament, saying his constituents liked it.
