President Yoweri Museveni yesterday joined several African leaders assembled in Sirte, Libya, for the 2nd extraordinary summit of the assembly of the African Union.
Accompanied by his wife Janet, Museveni was received by the Libyan leader Colonel Muammer Ghadaffi.

The two-day African Union Extra-Ordinary Summit will open tomorrow 2004. The summit will discuss issues on defence and security as well as water and agricultural resources.

AFP yesterday reported that Ghadaffi’s proposal to merge all African armies into a single military force had won little support at ministerial discussions ahead of a major African Union summit, delegates told AFP on Thursday.

“They felt that at this level of (Africa’s) development and integration, it is not the time, the Libyan proposal was a bit premature,” AU Director of Peace and Security Sam Ibok told AFP, referring to the foreign ministers meeting in the Libyan coastal town of Sirte ahead of Friday and Saturday’s extraordinary AU summit, which was convened by Gadhafi.

A Nigerian delegate at the same meeting told AFP that Gadhafi’s proposal “was a good idea whose time has not yet come” and explained that this was the conclusion of the AU Executive Council, which comprises foreign ministers.
