UGANDA flags will fly at half-mast here and abroad for the rest of this week in honour of the departed Second Deputy Premier/Foreign Affairs Minister, James Francis Wamboko Wapakhabulo, who died last Saturday at his Kampala home.

UGANDA flags will fly at half-mast here and abroad for the rest of this week in honour of the departed Second Deputy Premier/Foreign Affairs Minister, James Francis Wamboko Wapakhabulo, who died last Saturday at his Kampala home.

Alfred Wasike reports that another special Cabinet meeting in Kampala yesterday resolved that official mourning begins today.
Wapakhabulo’s burial is on Friday at Sironko.

Information state minister Dr. James Nsaba Buturo said yesterday, “Tomorrow (today) the body will lie in state in Parliament. Flags will fly at half-mast for the rest of the week. He will be accorded a state funeral. Cabinet has formed several sub-committees to deal with different aspects of the funeral arrangements.”

“We shall hold prayers at St. Paul’s Cathedral Namirembe in Kampala. The body will be moved to Mbale Municipality for prayers in his constituency. We shall pray at St Andrew’s Church. Then the body will be moved to Sironko on Thursday to stay overnight for burial the next day,” Buturo said.
Last evening, the Minister of State for Internal Affairs, Dr Kezimbira Miyingo, issued a statement directing all authorities in Uganda to ensure that flags are flown at half-mast.

“As the nation mourns the death of James Wapakhabulo MP, Second Deputy Prime Minister and Minister of Foreign Affairs, the Minister of Internal Affairs requests all those in authority to ensure that flags in the country are flown at half-mast during this period. Please, do this from now until Wapakhabulo is laid to rest,” the statement said.

Born on March 23, 1945, Wapakhabulo, died of breathing difficulties and other complications after he was hit by a minor stroke. He was Mbale Municipality MP.

He was President Yoweri Museveni’s roommate in Dar-es-Salaam University (University of East Africa), Tanzania.
