THE Public Accounts Committee (PAC) of Parliament on Thursday questioned the Ministry of Defence permanent secretary and the deputy Army Chief of Staff over allowances and irregular borrowings amounting to over sh330m that remain unaccounted for since 2001.

PS Gabinddade Musoke and Col. Benon Biraro were appearing before the committee chaired by Okullo Epak (Oyam South).
The committee ordered PAC and CID to take up investigations into the disappearance of vouchers amounting to sh130.3m. Jack Sabiiti (Rukiga), said the committee asked defence to settle the matter in November last year but they had failed to do so.

Sh217m advanced to a number of army officers remains unaccounted for. Epak warned that the committee would summon the respective officers individually and order for their arrest for theft.
“You are taking this lightly. You don’t seem to be interested in recovering this money. You are giving vague instructions. We might have to order these people to appear here in person, if they can’t account, then it becomes theft,”
Epak said.
