Our client, the NATIONAL PLANNING AUTHORITY (NPA), is seeking to recruit a number of officers to join its existing team.
The National Planning Authority (NPA) was established by an Act of Parliament (Act 15 of 2002), and this was in compliance with Article 125 of the Constitution of the Republic of Uganda (1995).
The mandate of the National Planning Authority is to put in place, operationalize, versee, manage, supervise, monitor, evaluate & coordinate the national framework, systems & strategies for costeffective and participatory national development planning in Uganda.
Applications are invited from suitably qualified & experienced Ugandan candidates to fill the following positions:

Post: Head of Department, Finance & Administration (FA)
Reporting to: Executive Director
Main purpose of the post:

Responsible to the Executive Director for the efficient financial, administrative & HR Management.
Key duties and Responsibilities:
Head the Department that will Initiate & develop financial, HR & administration policies; Maintain accounts, Administer & Control finances; Be accountable for all funds & resources; Manage & coordinate the annual preparation of the budget estimates; Prepare final accounts; Initiate, coordinate, monitor & evaluate the capital development function of the Authority; Be in-charge of all Administration & HR matters of the Secretariat; Ensure that training & skills development of the financial, HR & administration staff is carried out; Prepare statutory reports & accounts; Provide timely responses to matters raised by both the regulatory and monitoring bodies like Auditors.

Person Specification:
- A Masters Degree in Business Administration, Business Finance or a related discipline
- Professional qualifications such as ACCA, CIMA would be an advantage
- Training in Public Sector Accounting, Procurement & HR Management
- Experience of 10 years 5 of which must be at senior management level.

Post: Head of Department, Decentralized Development Planning (DDP)
Reporting to: Executive Director
Main purpose of the post:

To direct the decentralized development planning function of the country, including regulating, coordinating, streamlining, and building capacity in, monitoring & evaluating all decentralized Development Planning systems.

Key duties and Responsibilities:
Head the Department that will coordinate & harmonize the decentralized development planning system in the country; Support local capacity development for national planning; Providing support & guidance to the national & local bodies responsible for the decentralized planning process; Design & implement programs to develop planning capacity in local governments; Propose cost effective programs, & policies for effective poverty eradication measures; Prescribe the manner in which local governments development plans shall be initiated & prepared; Coordinate the review & integration of local government development plans into the national plan ; Coordinate & guide the alignment & integration of national & local plans & budgets; Provide guidance on Output Oriented Budgeting and Result Oriented Management for local governments.

Person Specification:
- A Masters Degree in Development Planning and Management, Economic Policy & Planning, Public Administration and Management, Development Economics or any other related discipline
- Knowledge of Decentralized Local Government operations & the SWAP process in Uganda
- Experience of 10 years 5 of which, must be at senior management level and involving fieldwork.

Post: Head of Department, Sectoral Policy and Planning
(SPP)
Reporting to: Executive Director
Main purpose of the post:

To Direct all activities of Developing, Harmonizing, Rationalising, Prioritising, Coordinating, Promoting & Advising on Development policies and Plans for all Sectors in Uganda

Key duties and Responsibilities:
Head the Department that will coordinate sectoral policy and development planning. Guide Ministries in policy formulation; Advise on general sector policy issues, resource mobilization, allocation & prioritisation; Provide technical guidance to Ministry Planning Units; Mainstream gender & disability issues in the National Development Plan; Coordinate physical planning & growth of urban areas; Coordinate & harmonize development programmes & activities for smooth implementation; Promote partnerships & participation among stakeholders to enhance ownership & sustainability of development programmes; Participate in the evaluation of sectoral development programmes

Person Specification:

Post: Head of Department, HR Planning, Development and Capacity Building (HRPDCB)
Reporting to: Executive Director
Main purpose of the post:
To develop, harmonize & direct all HR Planning & Capacity Building activities in the country for efficient & effective utilization & development of the Human Resource countrywide.

Key duties and Responsibilities:
Head the Department that will initiate the development & formulation of national HR Development Policies & Plans; Establish & ensure proper maintenance of a National HR Data Bank; Design strategies & policies to ensure that the country's present & future HR needs are met; Liase with training institutions to design & recommend appropriate training programs to meet the development needs of the country both at micro & macro levels; Monitor changes HR development needs & evaluate utilization of the existing human capacities; Review & evaluate the effectiveness & practicability of the existing HR & related Laws/Policies.

Person Specification:
- A Masters Degree in Human Resource Planning, Management & Development or a related discipline

Post: Director, Research, Monitoring and Evaluation (RME)
Reporting to: Executive Director


Main purpose of the post: To direct and guide the development of an effective Research, Information Management, Monitoring and Evaluation System with a view to ensuring that programs and projects achieve intended goals and impacts.

Key duties and Responsibilities:
Head the Department that will direct & guide all work relating to the development of effective information management, research, M&E systems undertaken by the Authority, Ministries & Local Governments; Coordinate the development of a multi-sectoral M&E Framework for the Authority, Ministries & Local Governments; Coordinate & guide the dissemination of the multi sectoral M&E information to the various stakeholders; Supervise, Collect & analyse data for compiling statistical publications; Coordinate studies, monitor, analyse & evaluate policies in the Ugandan economy & their impact on the country's development; Coordinate the assessment of the overall economic performance of the country; Guide the computerization & development of an effective Management Information System (MIS) for the Authority's operations; Oversee the establishment, operationalization & management of the Authority's Resource Centre/Library; Coordinate & guide the preparation of periodic & occasional papers/documents on the country's development; Advise the Executive Director on all Information Systems, Research, and M&E policies.

Post: Regional Coordinator (3 positions)
Reporting to: Head of Department, DDP


Main purpose of the post: To coordinate & guide District Local Governments (DLGs) on how to develop and integrate District Development Plans (DDPs) & Programmes into the National Development Plan (NDP)

Key duties and Responsibilities:
Appraise the district Local governments on how to integrate DDPs & Programmes into the NDP; Receive & study LG plans from DLGs to ensure compliance with presentation formats & adherence to planning guidelines; Review & harmonise District development plans & budgets for integration; Design & carry out workshops & seminars to enhance LG's staff knowledge on logframework planning technique in planning & budgeting, from district down to sub-county levels; Provide technical guidance to local governments on Output Oriented Budgeting and Result Oriented Management

Person Specification:
- A Masters Degree in Development Planning and Management, Development Economics or any other related discipline from a recognized University; Additional training in Community Development will be an advantage; Knowledge of decentralized local government operations & SWAPS process
- 5 years of working experience 3 of which, must be field/community based.

Post: Physical Planner
Reporting to:
Head of Department, SPP Main purpose of the post: To provide physical planning technical advice & support to the sectoral Policy and planning, and
Decentralised Development Planning Departments/Units

Key duties and Responsibilities:
To study, monitor & evaluate the status of physical planning & growth of urban centres; Review & recommend national physical planning policies & standards; Liaise with sectoral Ministries, LGs, NGOs & other stakeholders; Prepare & produce reports on the changes in physical planning.

Person Specification:
- A Masters Degree in Physical Planning, Urban Planning & Development or related discipline; Relevant additional training in Management will be an advantage
- 5 years of working experience in a similar position

Post: Gender Specialist
Reporting to:
Head of Department, SPP
Main purpose of the post: Coordination & Monitoring of Sectoral and local government programmes and plans to ensure gender mainstreaming, in addition to evaluation and supporting of national gender responsiveness.

Key duties and Responsibilities:
Coordinate sectoral plans, budgets & programmes, identifying & addressing gender inequalities; Liaise with Ministry of Gender, Labour & Social Development in developing guidelines; Ensure that national gender issues are adequately identified, analysed & holistically addressed in the NDP; Coordinate National Gender Policy Review & sensitisation at national, districts & sub-county levels.

Person Specification:
- A Masters Degree in Gender and Development studies or a closely related discipline; Additional relevant training in Development Planning and Management related discipline
will be an added advantage.

Post: Personal Secretary (2 positions)
Main purpose of the post:
To provide secretarial, administrative, and general office support duties of an executive and highly professional nature.

Person Specification: A good degree in Business and Secretarial studies or "A" Level with a Business diploma in secretarial studies; Advanced Level in Microsoft Office; At least 4 years in a similar position
Post: Coordinator Sectoral Planning
Reporting to:
Head of Department, SPP
Main purpose of the post: To coordinate sectoral policy development and development planning activities.
Key duties and Responsibilities: Study & review development plans & activities; Liaise with sectoral Ministries; develop partnership & harmonize sectoral planning activities; Implement capacity building programs at all levels to enhance understanding
& ownership of the NDP; Prepare reports & publications for dissemination of information.
Person Specification:
- A Masters Degree in Development Planning, Development Economics or a related discipline; Relevant additional training in Policy Analysis and Management or a related field will be an added advantage; Knowledge of the SWAP process in Uganda
- 5-year relevant working experience.

Post: Legal Counsel
Reporting to:
Executive Director
Main purpose of the post: To provide legal advise to NPA management in all matters of a legal nature.
Key duties and Responsibilities: Provide an efficient & cost-effective legal service to the Authority; Monitor compliance with the Act & other statutory requirements; Liaise with external legal institutions to provide comprehensive legal services & or defend the NPA in legal cases; Draft & review all legal documents on
behalf of the NPA

Person Specification:
- A Masters Degree in Law and a postgraduate Diploma in Legal Practice; Additional training in Development Planningrelated Law or discipline is desirable; A practicing certificate is a must.
- 5 years in litigation or prosecution

Post: HR Planning, Development and Capacity Building Officer
Reporting to:
Head of Department, HRPDCB
Main purpose of the post: To Co-ordinate & harmonise the various sectoral and local government Human Resource Planning & Capacity Development Strategies for integration in the National Development Plan, and for developing and managing the
National HR Planning and Development Strategy

Key duties and Responsibilities: Develop and maintain an HR data bank for the various available skills in the country; Prepare annual reports on the country's available skills; Advise Government on the most critical Knowledge & skills for purposes of resource allocation; Devise systems to monitor both the national capacity production & loss (Brain Drain) ratios; Co-ordinate national Training Needs Assessment & Training plans & courses

Person Specification:
- A Masters Degree in Human Resource Planning, Management and Development
- Training in Development studies or a closely related discipline.
- 5 years experience in HR Management & Development, 2 of which, must be field based, and involving training/capacity building.

Post: Statistician
Reporting to:
Head of Department, RME
Main purpose of the post: To collect, analyse, assemble and manage data in a manner easily usable in a diversity of ways Key duties and Responsibilities: Collect, interpret & store all official statistical data & information supplied; Liaise closely with
all national statistical agencies to ensure standardisation; analysis and publications of NPA statistics; Study & correlate demographic & Social Statistics with Economic Statistics for appropriate inferences; Prepare statistical briefs from time to time and
statistical publications as required; Provide statistical advise and support to all planners within and outside NPA as appropriate.

Person Specification:
- A Masters Degree in Statistics
- 5 years experience as an Applied statistician in a Development Planning-oriented environment.

Post: ICT Manager
Reporting to:
Head of Department, RME
Main purpose of the post: To provide perspective and strategic management of Information Systems to NPA.

Key duties and Responsibilities: Develop & implement NPA ICT strategic plan, policies & procedures; Assess ICT resource needs of the Authority and prepare annual budgets; Manage and update the NPA Website; Conduct detailed requirements and
systems analysis and prepare specifications for ICT Hardware & software purchases; Arrange & monitor maintenance & support of all ICT equipment & systems; Ensure a functional ICT systems disaster recovery plan is in place at all times.

Person Specification:
- A Bachelors Degree in Computer Science with a Postgraduate Diploma in a related field
- A Masters Degree in Computer Science; CISCO, MCSE, or related Certification, and training in Development Planning and Project Management, and additional training in Net Working will be an added advantage
- 5 years proven ICT experience, 2 of which, should be at Management level.

Post: Economic Analyst
Reporting to:
Head of Department, RME
Main purpose of the post: Monitoring and assessing the overall economic performance of the country.
Key duties and Responsibilities: Study, analyse & evaluate national economic policies & their impact on the economy; Liaise with stakeholders & collect economic data for analysis & evaluation; Analyse, compile & follow the macroeconomic trends,
including monetary & fiscal developments to assess the country's overall economic performance; Prepare briefs, reports & reviews on the state of the economy.

Person Specification:
- A Masters Degree in Economic Policy & Planning, Development Economics or Econometrics; Good knowledge of Economic modelling
- Working experience of 5 years in a similar position at a senior level

Post: Personnel Officer
Main purpose of the post:
Responsible for implementing NPA's
Human Resource Management policies, processes, procedures & systems.

Key duties and Responsibilities: Ensure all employees are advised on all HR policies; terms and conditions of service, rules, regulations & employee rights; Carry out salary surveys & prepare remuneration review recommendations; Maintain a job analysis system, keep Job descriptions up to date, assist in carrying out Job Evaluation; Responsible for a comprehensive upto-date bio-data bank of all staff; Responsible for implementation of any changes, deletions or additions to the payroll of the Authority;

Person Specification:
- A Masters Degree in Human Resource Management, Business Administration or related field

Post: Internal auditor
Reporting to:
Executive Director
Main purpose of the post: To promote effective & efficient use of resources within the Authority & to assist management of the Authority in the effective discharge of their responsibilities by furnishing them with objective appraisal & recommendations concerning activities reviewed.
Key duties and Responsibilities: Review the soundness & application of all systems & procedures, including internal controls, & their compliance to good utility management practices; Review the systems & procedures to ensure compliance with
those policies, plans, procedures & regulations which could have significant impact on operations & determine whether the Authority is in compliance; Prepare & implement audit plans, programmes & strategies & audit manuals; Review the reliability &
integrity of financial & operating information & the means used to identify, measure, classify & report such information; Review the means of safeguarding assets & verify the existence of such assets; Audit all capital projects funded by loans, grants or internal
resources. Institute measures to ensure economy in spending by the Authority.

Person Specification:
A Masters Degree in Business Administration, Finance, Accounting

Post: Librarian/Documentalist
Main purpose of the post:
To develop, promote, maintain & manage a state of the art library/Resource Centre.
Key duties and Responsibilities: Develop, maintain, and manage library/documentation & records management standards & procedures; Coordinate computerization of the library & documentation management system; Provide repository & reference services of documents to the Authority;

Person Specification:
- A Masters Degree in Library & Information Sciences

Post: Accounts Assistant (2 positions)
Main purpose of the post:
To keep accounting records & prepare reports

Key duties and Responsibilities: Balance cashbooks &prepare bank reconciliation statements; Prepare accounting records & schedules; Preparation of budget forms for completion by spending officers; Review travelling subsistence claims &, verify the accuracy of information

- A Bachelors degree in Commerce or Business Administration.

Post: Procurement Officer
Reporting to:
Executive Director

Main Purpose of the post: Manage the procurement function of the Authority
Key duties and Responsibilities: Develop appropriate systems, procedures & guidelines; Prepare bid documents for high value & highly specialized procurement; Participate in evaluating bids for the same; Manage contract administration, including preparing of contracts; Verify documentation relating to procurement; Ensure availability of funds & timely payment to suppliers by liasing with the Accounts section; Compiling all procurement requirements of the Authority; Liaise with suppliers & other stakeholders
to ensure timely delivery of goods & services.

Person specifications:
- A Degree in Business Administration, Business finance, Procurement/Purchasing & supplies.

Post: Personal Assistant (2 positions)
Main purpose of the post:
To provide technical/professional support to the Authority Chairperson and Members in their Development Planning work, including follow-up on various activities, review of documents and preparation of draft reports, taking and keeping records, follow-up on Development Planning trends, and keeping Authority Members informed in their networking and collaboration efforts.

Person Specification: A Masters Degree in Social Sciences, and at least 5 years in a similar position.

Post: Receptionist
Main purpose of the post:
Manage the Front Office, receive visitors, receive & route telephone calls in a positive image building manner.

Person Specification: A good Degree in Business or Secretarial studies or "A" Level with a Diploma in a related field; Advanced Level in Microsoft Office and at least 5 years in a similar position in a busy environment.
