Quack scribe steals contract

A Quack journalist stole an agreement form The Ministry of Education and Sports (MOES), moments after its signing.The acting Permanent Secretary in MOES, Pius Bigirimana, together with the Japanese, JIC representative, resident in Kenya, Masaaki Otsuka, signed the Nakwa Vocational Institute extension project. The press was there to cover the event. One of them, a quack, actually wanted to see how the agreement looked like!“Let me see how the agreement looks and how much money is involved,” said the quack.Trust the Japanese kindly obliged.
