By Dawin DawaTHE government is decongesting prisons through the community service programme for petty offenders.This was said by a high court judge Augustine Kania at the opening of a criminal session in Arua on Tuesday.He said another innovation was the introduction of a chain-link initiative involving all stakeholders in the administration of justice, which requires self-censorship and setting targets and specific time periods to complete investigation, prosecution and judgement.Kania is in Arua for six months to handle about 41 cases, 22 of which are for defilement, 11 for murder and two for rape.He said defilement cases in Arua had reduced.Ends
