The government has been told to sort out land ownership to stop abuse of land distribution by the elite, especially of common property resources and aid development.
The Land Alliance yesterday opened debate on the touchy issue and called for careful formulation of a workable land policy.
Land Alliance officials said the policy should clearly address efficiency and promotion of economic development, equity and social justice and the protection of the environment and sustainable land use. The two-day debate was at the Grand Imperial Hotel in Kampala.
The government has instituted district land tribunals under 18 circuit chairmen, but they have not started functioning due to lack of a land policy.
Because of financial constraints, the circuit chairmen are supposed to handle between two to four districts with exception of Kampala which stands alone.
The same constraints have also frustrated creation of land tribunals at the sub-county level a lands ministry official, D.K. Kiwanuka, said.
