THE Police have written to the Uganda Peoples Congress (UPC), seeking clarification about reports that the party intends to hold a rally on January 12, at the Constitutional in Kampala.

By Hamis Kaheru THE Police have written to the Uganda Peoples Congress (UPC), seeking clarification about reports that the party intends to hold a rally on January 12, at the Constitutional in Kampala.“We have sent a communication about the matter but we haven’t received a reply,” the Regional Police Commander, Kampala Extra (RPC), Ahmed Wafuba, said yesterday.The chairman of the UPC Presidential Policy Commission, Dr James Rwanyarare, on January 2, wrote to Wafuba asking for security at the venue of the planned rally.But Wafuba told The New Vision on Wednesday that he did not take the letter seriously because he received a photocopy.“It’s very improper to write to somebody and you give him a photocopy. If you are writing to the RPC and he gets a photocopy, then who has the original,” he asked.“To me the letter cuts across as bogus. It’s a circus because even the signature on the letter is a photocopy,” he said.Wafuba said he was seeking clarification from the authors on whether the contents of the letter were authentic.On what advice he would give to UPC if the party confirmed writing the letter, Wafuba said, “I will not talk about that.”Article 269 of the Constitution bars political parties from holding public rallies, among other restrictions.The New Vision also received a copy of the letter, which was copied to political, parties, religious leaders and the Human Rights Commission.Ends
