‘Small people’!

SIR— On Wednesday night, I happened to watch Drake Ssekkeba hosting Col Kasirye Gwanga on the Tuula Twogere WBS programme. It was interesting and informative. Gwanga said he did away with the harassment of “small” people over taxes: if this tax-payer slaughters a pig, the tax collectors come again at his doorstep to tax the carcass! Yes! At Nakasajja, Mukono district, there is a permanent roadblock at which “small people”, the farmers, are harassed. Where does the money go? Is it legal?
