Income tax began in 1948!

SIR—In his article on “Taxing Affairs” under the headline “Government can’t do such without taxes,” in your paper on February 15. Mr Mohammed Ssempijja informed your readers that “income tax was introduced in 1965/66 fiscal years with PAYE method in the same year.” I wish to put the record right. Income tax was introduced in Uganda as far back as 1948 under the then East African High Commission legal framework and was, exclusively, paid by non-Africans.
