Applications are invited from qualified Ugandans to fill the following posts which exist in Pader District and must be submitted to the Secretary, DSC, Kitgum or CAO Pader District to reach him not later than 6.11.2001. Application forms to be filled in triplicate are obtainable from all Secretaries, DSCs, throughout Uganda or from Public Service Commission, Kampala. Handwritten applications with detailed CVs are also acceptable. Applicants already in government service should route their applications through their Heads of Departments. Photocopies of academic transcripts and testimonials should be attached on the applications. Original copies of the same will be required at the time of interview. 1- District Water Officer (1 post) Salary scale U5a-3. Age 25 and above Qualifications: Should be qualified with at least first degree in hydrogeology or civil engineering from a recognised university, post graduate qualification in water source engineering or related field is essential though not necessary. Should have a thorough working knowledge and experience of determining ground water potentials, drilling programmes, identification and evaluation of water sites for development and general knowledge of rural water supply and sanitation infrastructure development. Should have well developed interpersonal and communication skills and capable of working as a leader and a motivator of high calibre personnel. Should have the ability to coach and develop subordinates. DUTIES: 1. Prepare water supply and sanitation development plans 2. Determine water demand for both human and livestock population. 3. To establish the present and projected water demand levels and the technological options for development of various water sources capable of meeting the projected demand. 4. To manage the actual development of rural water supply system including construction of wells, valley tanks, etc. 5. Assess and determine the environmental impact of the different technological options for water development for community involvement in the development, maintenance and monitoring of the water supply situation. 6. Any other duties as may be assigned from time to time. Assistant District Water Officer - Sanitation (1 post) Salary scale: U5b-4 Reporting to District Water Officer Age: 25 & above. Qualification - Degree in Public Health Engineering or Diploma in Health Inspection or equivalent with at least 5 years experience in health inspection. DUTIES: 1. Ensure integration of hygiene education and sanitation promotion aspect into all water supply development and maintenance activities 2. Inspection of general sanitation and water sector. 3. Inspection of general hygiene in the water sector. 4. Provide general sanitation and hygiene education in the water sector. 5. Any other duties as may be assigned from time to time. Assistant District Water Officer (Mobilisation) 1 post Salary scale U5 b-4 Reporting to: District Water Officer Age: 25 and above Qualification: Honours degree in SWSA or B.A (SS) Duties: Ensure integration of community mobilisation and advocacy aspects in all water supply development and maintenance activities. To evaluate rural development programmes and activities in the water sector. To liaise with the Directorate of Community-based services and NGOs in carrying out community needs assessment, identification of district priority areas/activities and development of strategies to meet identified district needs. Any other duties as may be assigned from time to time. Asssistant District Water Officer (Planning and Monitoring) 1 post Salary scale U5b-4 Reporting to: District Water Officer. Age: 25 and above Qualification: An honours degree in Statistics, or Economics and Statistics Duties: To work closely with DWO in planning functions in the water sector. To provide statistical technical assistance to the DWO. To appraise and monitor possible development projects, investigate sources of funding and co-ordinate the collection, presentation and utilisation of data for District Water Planning. Any other duties as may be assigned from time to time. Agricultural Officers (17 posts) Salary Scale U5a-3 Reporting to: The sub-county Chief but liaises with District Agricultural Officer for technical support. Qualification: BSc (Agriculture) from a recognised university Duties: Tendering advice to all categories of farmers on methods of crop production and harvest, storage and soil conservation, disease and pest control. Any other duties as may be assigned from time to time.
