THE state minister for mineral development and MP Bwamba county Kamanda Bataringaya, has lashed out at department heads in Bundibugyo who delay accountability for central Government funds.

By Frank Kibulya THE state minister for mineral development and MP Bwamba county Kamanda Bataringaya, has lashed out at department heads in Bundibugyo who delay accountability for central Government funds. He said the practice had paralysed service delivery. Bataringaya said this recently in a meeting with heads of department, LC5 councillors and members of statutory boards. He blamed the delayed release of funds from the central Government on heads of department who deliberately refused to submit accountability for funds allocated to them. “This habit must stop. When a head of department fails to account for funds allocated to his department, it means no more funds will be released,” Bataringaya said. He said the water and education departments had their money withheld due to lack of accountability. He decried the belief in the country and among donors that Bundibugyo was a donor district. “We cannot continue to donate money to other districts when our people have no safe water and our children are studying under trees,” Bataringaya said. The district council deputy speaker, Justus Nkayarwa, blamed the District Service Commission for recruiting what he called “sub-standard people.” He said there were some officials who were not qualified to work as heads of department in the district.
