By Emmy Allio SPECIAL Presidential advisor on Political affairs Major Kakoza Mutale has said he is not ready to participate in any debate which will discuss handing over political power from the Movement system of governance to the Uganda People’s Congress. Reacting to the current debate in the media on lifting the ban on political parties, Mutale yesterday said, “I can participate in any debate, but not on plans to return UPC to power.” He said there were some “Movement supporters” who want to witness the burial of the Movement system of governance. “For me, I will never be a witness to the burial of the Movement system of governance. A lot of sacrifice was made to bring sanity in the country through the Movement system of governance,” Mutale said yesterday in an interview with The New Vision. He said he was ready to participate in any debate that “will discuss strengthening of the Movement system of governance”. Reacting to the remarks by the First Deputy Premier and internal affairs minister Eriya Kategaya for the debate on lifting of the ban on political parties, Mutale recently said there was something fundamentally wrong with people demanding lifting the ban on political parties. Kategaya’s position has been supported by the local government minister, Jaberi Bidandi Ssali, and the Third Deputy Prime Minister and foreign affairs minister, James Wapakhabulo. President Yoweri Museveni, responding to the media debate on the issue of the political parties, said he would appoint a think-tank to handle the matter. He also said it would be discussed in the National Executive Committee (NEC) of the Movement set to meet mid this month. The director of information at the Movement Secretariat, Ofwono Opondo, on Tuesday told The New Vision that Kategaya and Bidandi had been invited to the NEC session in the Kyankwanzi Leadership Training Institute to argue their case. Kategaya and Bidandi are not members of NEC, the Movement’s policy-making body. Ends
