CARE Uganda is seeking an Organisational Development Specialist for Reproductive Health to undertake PVO/NGO capacity-building and to promote and facilitate the formation and expansion of PVO/NGO networks under the NGO Networks for Health FP-Plus Initiative. NGO Networks for Health is an international partnership of five NGOs - CARE, Save the Children US, PLAN, PATH and ADRA - which have come together with the goal of enhancing the capacity of international and local PVO/NGO networks to more effectively address and support social mobilisation and the provision of community-oriented services for family planning, reproductive health, child survival, and HIV/AIDS. In particular, NGO Networks promotes the development of innovative and creative solutions to local health-needs, and assists in establishing or expanding networks and forums for sharing of best practice and lessons learned between implementing partners so that successful new ideas and strategies can be taken up by others. In Uganda, the NGO Networks FP-Plus Initiative is supporting the Nakasongola Community Reproductive Health Project which is being implemented in partnership by Save the Children and CARE Uganda. The goals of the Nakasongola project are: l to expand access to and utilisation of RH services through raising community knowledge and awareness and promoting social mobilisation to reduce social barriers; l to build PVO/NGO and partner capacity to support the provision of sustainable quality RH services at community level; and l to promote and expand PVO/NGO networks and develop a forum to share best practice and lessons learned. Under this initiative, the role of the RH Organisational Development Specialist will be to: l Collect and disseminate best practice and lessons learnt from the Nakasongola Community Reproductive Health Project and other community RH programs throughout the country. l Identify and expand or establish appropriate and sustainable PVO/NGO networks and a national forum for sharing best practice and lessons learnt with a wide range of local and international NGOs, donors, government, and other stakeholders. l Develop the capacity of network partners to establish more effective partnerships and programmes to promote social change for reproductive health. l Build the capacity of local networks to identify and act on RH issues for advocacy at district and national levels. The successful candidate will have: l A Master’s Degree in Community Development, Social Sciences, Health, or another related field. l Significant experience in networking and organisational capacity-building. l Significant experience in working with international and national NGOs working in partnership with community-based organisations. l Significant practical experience with PRA/PLA methods. l Demonstrated ability to work effectively with a wide range of partners, from government and donor to community level. l Exceptional facilitation, training and communication skills. l Strong writing and analytical skills, and computer skills. l Specific knowledge and experience of community RH programming will be an added advantage. This position will be based in Kampala, and will require 50% of time in the field.
