SIR—Could the IGG investigate Masindi district local government for the following reasons. 1. Newly recruited teachers and health workers take long (6-12 months) to access the payroll. 2. This has led to accumulation of civil servants salary arrears. 3. Traditional civil servants salary arrears since 1996 to date have never been paid. 4. Workers are overtaxed (graduated tax); some pay over sh100,000 (maximum), unexplained salary deductions are common. Allowances are taxed too. 5. Payroll managers are inefficient: underpayments, overpayments or irregular payments are common. 6. Salaries are posted late on to workers accounts. 7. The “dead” continue to receive salaries. 8. Annual incremental salaries are rarely done. 9. After completing probation, it takes long for workers to be confirmed. 10. Study leave applications take long to be processed.
