Judge offers to reconcile Lukwago, Musisi

High Court judge Eldad Mwangushya has offered to reconcile Kampala Lord Mayor Erias Lukwago and the Kampala Capital City Authority (KCCA) executive, who are locked in a power wrangle.

High Court judge Eldad Mwangushya has offered to reconcile Kampala Lord Mayor Erias Lukwago and the Kampala Capital City Authority (KCCA) executive, who are locked in a power wrangle.

The judge made the offer when their court battle came up for hearing at the High Court  in Kampala on Friday last week.

Lukwago was present in court together with his legal team Medard Segona, Caleb Alaka, Samuel Muyizzi, and Julius Galisonga. Lawyers Andrew Kasirye and Claire Namanya represented Musisi who was absent.

The case arose on September 23, when Lukwago filed an application for judicial review seeking to restrain Musisi from making purported unlawful decisions. He said Musisi was depicting the office of the Lord Mayor as being ceremonial.

Justice Mwangushya is scheduled to meet the warring parties on January 4 in his office. He ordered all the parties to be present on that day.

 “We shall hold a reconciliation meeting on January 4th 2012 in my chambers where both parties and their counsels are expected to attend,”Mwangushya said.

Earlier, Segona and Kasirye informed court that attempts to reach an out of court settlement, had failed to materialise. Both made counter-accusations, saying the other party had not shown willingness to reconcile.The judge had earlier advised the parties to explore the option of an out of court settlement.

In his affidavit in support of the application, Lukwago also contends that that Musisi is frustrating his efforts to develop strategies and plans for the good of Kampala.

“The functions of the Lord Mayor specified under Section 11 of the KCCA Act, is to head the Authority in developing strategies and programmes for the development of the capital city,”Lukwago contends.

He is also seeking an order compelling Musisi to release a report regarding the purported fraudulent disposal of the KCCA dispensary on Plot 71 Nkrumah Road.Lukwago also wants the alleged culprits to be prosecuted.

But Musisi has since defended herself. In her affidavit in reply, she asserts that she executes her duties in compliance with the KCCA Act.
