Government pledges more reforms for elderly

PRESIDENT Yoweri Museveni has hailed old persons for their role in liberating the country and pledged to address issues affecting them.

In a speech read by Vice-President Edward Ssekandi at the launch of the elderly pension scheme on Saturday in Kyenjojo district, Museveni said with urbanisation and cultural erosion, many older people do not access support. 

He noted that as a result, the elderly suffer from chronic diseases, have no access to pension and suffer social exclusion and poverty.

“Older people face many challenges. The NRM government recognises that as people reach old age, basic income security is critical to their wellbeing, dignity and continued participation in the social and economic development of their communities. 

“The Government is determined to empower older people and ensure that income inequality and all forms of neglect and abuse are addressed,” he said.

The President asked the beneficiaries to use the money wisely and participate in government programmes.

“The Government is committed to ensuring that health facilities are equipped with facilities and personnel to meet the health needs of older persons,” he added.

Peter Nyakatura, a representative of the elderly, asked for the approval of the National Council for Older Persons. 

He also asked for parliamentary representation based on the four traditional regions of the country.

The pension scheme was launched during celebrations to mark the International Day of Older Persons.

Under the five-year pilot programme, elderly people from 14 districts receive a monthly pay of sh23,000. 

A total of 600,000 individuals and 95,000 vulnerable households benefit under the pilot project in Kiboga, Kyankwanzi, Mubende, Kyenjojo and Kyegegwa districts.

Other districts are Kaberamaido, Katakwi, Kole, Nebbi, Zombo, Nakapiripirit, Moroto, Amudat and Napak.

Beneficiaries are registered and issued with SIM cards which they use to access the money at designated MTN Mobile Money outlets. The money is given under a social protection scheme.
