Kamuli spends year’s budget in three months

Kamuli district has spent sh60m in paying allowances for district councillors in just three months. Samuel Bamwole, the district speaker, on Tuesday said they held six sessions, each at a cost of sh10m.

Kamuli district has spent sh60m in paying allowances for district councillors in just three months. Samuel Bamwole, the district speaker, on Tuesday said they held six sessions, each at a cost of sh10m.

“We had issues that needed deliberations, contrary to the six sessions mandated in a full year,” he said. Bamwole, also the councillor for Nawanyago, said the 10m per sitting involved logistics like paper work, lunch and allowances for standing committees, where each receives sh270,000.

Bamwole said the first session was held when district chairman Ahmed Kawugu and councillors were sworn in on May 25. The second was held on May 30, when Kawugu named the executive committee where he appointed Tomas Kategere as his deputy. Sparking off a disagreement among the councillors, the session was adjourned. However, the councillors were paid their allowances.

The third session took place on June 17 where Kawugu was expected to have changed his mind but he insisted on Kategere being his deputy.

This is when working committees were elected to assume the duties of the non-existent executive committee.

On the same day, the council sat to receive the budget estimates for the 2011/2012 financial year.

Kawugu attempted to name Philemon Kyuka as secretary for finance and Kategere as secretary for works and technical services, but failed.

The fifth session was held on June 28 to pass the budget. Kawugu was pressed to read the budget estimates. He stormed out and it was read by the chairperson of the finance committee, Charles Mpalabule.

The sixth session sat at Kamuli Youth Centre on July 12 to protest the appointment of Kategere, who had a day before been sworn in as LC5 vice-chairperson. They said he was less than 30 years old.
