Gen.Tinyefuza probed over Railways land

THE Coordinator of Security Agencies Maj. Gen. David Tinyefuza, was yesterday named among people who “irregularly” acquired land belonging to the defunct Uganda Railways Corporation.

Appearing before the parliamententary committee on Commissions Statutory Authorities and State Enterprises yesterday, Privatisation Unit team leader Didas Kayiranga explained that Tinyefuza was the only bidder and sitting tenant for the URC house in Port Bell.

MPs queried the sale of Plot 73/75 Lake Drive in Port Bell to Tinyefuza, and the authenticity of a letter allegedly written by the President giving Kampala International University 20 acres of URC land in Nsambya.

“We have received information about the fraudulent nature under which some of these properties were disposed of.

Many were never subjected to a competitive bidding process as required by the law, while others were grossly undervalued,” committee chairperson Amuriat Oboi said.

The committee resolved to carry out a forensic investigation into the acquisition of the properties and the beneficiaries.
Kayiranga defended the sale, saying Tinyefuza was given first priority as the sitting tenant.

The legislators heard that Tinyefuza bought the URC property sitting on 0.788 acres without going through a competitive bidding process.

On his part minister of state for Privatisation, Aston Kajara, denied knowledge of a letter allegedly written by the President on September 29, 2010 to Omara Atubo, as the Minister of Lands then, instructing him to give 20 acres of URC land at Nsambya to Kampala International University.
