THE Judicial Commission of Inquiry into the alleged misuse of $38m wildlife conservation World Bank loan has recommended the interdiction of Uganda Wildlife Authority (UWA), acting executive director Dr. Andrew Sseguya.

It also recommended that the four senior officers earlier suspended be reinstated, saying Sseguya blackmailed them in an attempt to hide information from the commission.

The chairman, Justice George Kanyeihamba, said Sseguya told the commission that the four were hiding information and documents.

He then turned and told the officers to hide from the commission.

The four were John Makombo, the former director of conservation, Vanice Mirembe who was in charge of marketing and research, Juliet Anguria the warden and Grace Kyomuhendo, the financial accountant.

In a letter dated September 22 addressed to wildlife and tourism minister Prof. Ephraim Kamuntu, Kanyeihamba called for Sseguya’s interdiction.

“Following numerous complaints from UWA about mismanagement and involvement in un authorised acts that have cost the country millions of shillings, the commission recommends that Sseguya be interdicted before he inflicts unrepairable damage to UWA,” the letter read.

Kanyeihamba dismissed reports that Kamuntu had stopped the commission. He said in his conversation with Kamuntu, he (Kamuntu) said he would consult President Yoweri Museveni but no feed back had ever been given.

He said the commission had to appeal to the President because it had been frustrated by those being investigated.

When contacted yesterday, Sseguya said only the minister had power to appoint and dismiss him.

The minister, however, could not be contacted because he was out of the country.
