Yiga sweats
Recently, residents of Mengo parish appeared before the parliamentary committee handling the Kampala Capital City Bill 2009. They were opposed to a proposal to become part of Mengo municipality or to Wakiso district. One of them asked the committee chairman, Anthony Yiga, who hails hails from Kalungu: “Why do you want to force us out of Kampala into the rural Wakiso? We voted you people from the rural areas to come to the august House to defend us but now instead you are forcing us out of Kampala!â€
Embarrassed, Yiga laboured to convince the enraged residents that his committee was merely receiving views to present to Parliament.
Bad teacher
Former Kampala town clerk Gordon Mwesigye has twice appeared before the committee handling the Kampala Capital City Bill to advise MPs on what it should include. On Monday, he told the MPs that the Local Government Act ceased to be operational in Kampala when they introduced the Kampala Capital City Amendment Bill 2009. The MPs seemed not to understand what he was saying and asked for an explanation. He replied: “I don’t know how I can explain this to you because I am not a teacher. and if I were I would be a bad one.†However, he tried to explain to the legislators as simply as he could.
Councillors cursed
An elderly woman was shocked to learn that some councillors in the areas affected by the landslide in Bududa were stealing the relief items donated to the needy. She said: “These people should be hanged because that is the only punishment which can tame others who plan to do the same.†She was however disappointed to learn that two of the culprits were on the run.
Women’s day
Those who use parliamentary lifts on the northern wing must take care because they no longer observe the capacity weight of 2000kg. On Tuesday, the lift failed to close because it was overloaded. The people decided to get out one by one until there were only two slender women and it closed. When the remaining people entered another lift, it failed to close and they were left wondering whether parliamentary lifts favoured women. An MP reminded them: “Yesterday was Women’s Day. I think the lifts are still celebrating the day.â€
