  • Loyal Ruhindi
    - State minister for justice Frederick Ruhindi seems to be a very committed Government minister. On Wednesday, he told participants at a conference at Hotel Africana: “There is no need to mince words and I am representing the executive. I am ready to be crucified like Jesus Christ.” Ruhindi had been put to task by the opposition MPs to explain why the Government was not making constitutional amendments on the composition and election of the Electoral Commission before the 2011 elections. He said there would be no constitutional amendments up to 2011 but there would be electoral reforms by February 26.

    Kiggundu’s titles
    - The Electoral Commission chairman, Badru Kiggundu, is not only a man of integrity but also with many titles. When he was recently invited to address a conference, the master of ceremony listed all his ‘titles’. The titles are, Professor, Doctor, Engineer, Alhaji, EC boss’. As participants listened to Kiggundu’s titles in awe the deputy speaker of parliament Rebecca Kadaga, said: “ Yes, everyone must address the EC boss with all his full titles because even the Hansard has all of them.” Bravo! Ugandans hope the titles will help the EC boss do his job with integrity.

    Difficult word
    - Did you know that even doctors don’t understand some words? On Tuesday, Dr. Bayiga Lulume (DP) amused fellow MPs on the social services committee. He requested to be told the meaning of the word pedagogy when lecturers from Kyambogo University appeared before the committee to lobby the Government to sponsor students for a masters course in Vocational Pedagogy. Lulume was told that pedagogy means periodical training of people who had already been trained in a certain discipline to inculcate more skills for effectively competing in the labour market and for job creation.

    Sir Rebecca
    - This week, the internal affairs minister Kirunda Kivenjinja, addressed the deputy speaker of Parliament as “Mr Speaker Sir”. Kivejinja said it was a deliberate trick to see if they were attentively listening to him. However, state minister for finance, planning and economic development Ephraim Kamuntu said Kadaga manages parliamentary proceedings very well and that is why she is addressed as Mr. Speaker Sir. “There are times when she even gives more time to opposition members like Kassiano Wadri and as NRM members we feel cheated.” Bravo, Sir Rebecca!
