GOLF Course Holdings (GCHL) has clashed with Kampala City Council (KCC) over demolition of a U-turn on Yusuf Lule Road that the former had created with the approval of KCC in April 2004.
A source said eng. Abraham Byandaala, the then city engineer and surveyor, approved the project in April 2004 and the work started, but they were shocked to receive a letter from the town clerk in November 2005, halting the project, which was already completed.
“Golf Course Holdings got an approval from KCC to create a U-turn along Yusuf Lule Road to enhance traffic convenience for their customers who come from Wandegeya by saving them from going to the round-about. We received a letter from the town clerk in November 2005, halting the project, yet it was already done. KCC enforcement officers came and sealed off the u-turn. We wonder if that is how KCC is going to treat investors,” the source said.
The letter was sent by Byandaala to GCHL in April 2004 and copied to the mayor, works, physical planning and inspection secretary, town clerk.
Eng. Moses Zimwanguyiza approved the development.
“Refer to your letter Ref GC11/AP/592 dated April 20, 2004 requesting for construction of a U-turn near Shimon round-about on Yusuf Lule Road. From our observations, your request is credible. Drivers have started movement over the middle island. In view of the above, your request has been accepted and we are grateful that you are ready to bear the costs,” said the letter.
The letter from John Sseggane, the town clerk, dated November 30, 2005 to GCHL, instructed the latter to stop the project, which was already complete and open to the public.
