Work stalls as KCC continues money row

    KAMPALA City Council spokesperson Simon Muhumuza has warned that garbage will fill the city after bank accounts for refuse collection were frozen amidst a management row.

    In a public statement yesterday, Muhumuza said the repair of potholes, desilting of the Nakivubo Channel and construction of Kisenyi Health Centre had also been halted due to lack of operating funds.

    He said the education and sport sectors, road sweeping and city mortuary services and burial of unclaimed bodies were also critically affected.

    KCC accounts were frozen three weeks ago by city mayor Nasser Sebaggala in a bid to stop the acting town clerk, Ruth Kijjambu, from continuing to act as the accounts signatory.

    Kijjambu, who was recently suspended as town clerk, petitioned court, which granted an injunction staying her removal until October 5.

    “We are demanding millions of shillings. I have about 50 workers who are pressurising for payment,” the contractor of Kisenyi Health Centre, J.B Singh of Techno Three Uganda, said.

    During a special council meeting recently, Sebaggala said he had instructed the banks to make emergency payments.

    But during a site visit to Kisenyi Health Centre last Wednesday, Sebaggala said: “I cannot allow the accounts to be opened. If we need money, the local government ministry will assist us.”
