LUWERO district council should dismiss the service commission officials over malpractice in the recruitment of staff, the Inspector General of Government, Raphael Baku, has directed.
In his report on financial mismanagement by various district officials released last week, Baku said there was manipulation in the recruitment exercise.
The report, of January 22, addressed to the chief administrative officer, Nelson Kirenda, implicates the commission chairman, Eriasaph Kayizzi, his deputy, Michael Kizza and a member, Dorothy Nabatanzi.
Baku also directed the council to withdraw appointments of three district officials whom he said were dubiously recruited.
They are Joseph Sebudde, the town clerk of Wobulenzi, Specioza Namakula, the principal personnel officer and Merone Nakyejwe, the senior personnel officer.
Baku said the officials failed to explain the inconsistencies in the dates of short-listing, interviewing and assessing the suitability of the candidates.
According to the report, Namakula was assessed a day before the short-listing was done, while Nakyejwe was assessed three weeks ahead of the interviews.
Baku said their recruitment was based on false academic papers and employment records.
He also challenged the recruitment of Sebudde, who was the sole candidate short-listed for the post, noting that four other eligible candidates were unfairly shut out.
“The Luwero district service commission should withdraw the appointments and re-advertise the vacancies for proper recruitment,†Baku said.
He also recommended that the commission dismisses the district planner, Charles Mukasa, for awarding a sh60m contract for supply of pineapple suckers to his wife, Betty Namubiru, an employee of Entebbe municipal council.
Baku said Mukasa breached the Leadership Code which bars public servants, their spouses and agents from having contracts with any public body in which the civil servant has a controlling interest.
Kirenda said he was going to take action against the implicated officials.
