    The Uganda People’s Congress (UPC) presidential candidate has attacked the NRM government over poor implementation of the Universal Primary Education (UPE) programme.
    Miria Kalule Obote told a Kapchorwa rally that UPE was a brainchild of the UPC government. She said under Museveni, the quality of education was low.
    Miria Obote is the widow of Dr. Apollo Milton Obote, the UPC president who twice ruled Uganda.
    Mrs. Obote (right) said, “How can you expect one teacher to teach a class of 100 to 300 children? This is not quality education at all.” She was addressing women, youth, elders, businessmen, local councillors and opinion leaders.
    “We are going to ensure that we have enough teachers. We are also going to reduce the number of children in classes,” she said.
