MPs to meet President over Police

MEMBERS of the police probe committee want to meet President Yoweri Museveni over welfare, recruitment, promotion and professionalisation in the force.

“The President is a big stakeholder. We want to explain the situation on the ground to him,” committee chairperson Peter Nyombi (Independent) said.

Handing over the report to the Speaker, Edward Sekandi, on Friday, Nyombi said Police officers were in a state of apathy when the commitee visited barracks during their investigations.

He added that the committee had received complaints regarding the promotion of officers from particular regions.

The Speaker appointed the committee in June 2008 following protests over the arrest of several MPs particularly from the opposition. The affected MPs were Nabilah Naggayi (FDC), Susan Nampijja (CP), Erias Lukwago (DP), Odonga Otto and Dr. Sam Lyomoki (NRM).
It also investigated Police brutality towards the public.

Although Nyombi declined to divulge details of the report to journalists, he admitted that the Police at times used excessive force to arrest the MPs.

The MPs were given 40 days within which to complete the work, but they asked for more time.

Nyombi apologised to the Speaker for not completing the work as scheduled.
He attributed the delay to broad terms of reference, lack of logistics and the complex process of interviewing the Police officers.

Sekandi disclosed that arrangements would be made for Nyombi to table the report in Parliament.
