THE Government has put on hold the regional tier system of governance that Parliament passed recently to become operational this financial year starting July 1. The system is in the Constitution.
Third deputy premier and Minister for Information and National Guidance, Ali Kirunda Kivejinja, said this during the first press briefing on Monday at Postal House in Kampala.
He had been asked how far the Government had gone in implementing the controversial issue between the Government and Buganda.
Kivejinja said, “We have decided to put it on hold because those who were agitating for it have abandoned the issue. The Mengo government that asked for it gave it up long ago. So we have to put it aside so it can cool before we can tackle it again.
“There are other more burning issues than the regional tier.
Regional tier had been brought because of Buganda, which wanted it more than other regions.”
The regional tier, among other things, is aims at electing the Katikkiro of Buganda and excludes Kampala from Buganda and Mengo
Mengo refused the system, saying it did not have any relationship with the federo system of governance. Buganda rejected the election of the Katikkiro and exclusion of Kampala from Buganda, saying there were many loopholes in the system.
