A land tenure system is a sub set of social relations. It specifies the rights and duties of diverse stakeholders in their access to land and to its potential benefits. The dichotomy between public and private land tenure in some parts of Uganda is dangeriously misleading.

The nineteenth century athropologist of Western capitalism advanced the notion that land was merely another commercial commodity like coal or textiles. They rationalised the myth of unlimited rights of landowners to use and abuse their properties and to evict at will tenants, workers and other users. The rights of customary users were legally extinguished, although in practice this was seldom fully achieved without violent conflict and multiple exceptions.

In the world we live in today, the growing globalisation of finance, markets, information, production and modern technologies have left the land tenure system in Uganda irrelevant. Social differentiation of the rural populations have already advaced so far that it would be impossible to maintain the status quo as this would not benefit most of the rural poor and support economic well-being

Majority of Ugandans who care about the well being of people in need have overwhelmingly welcome the role of the state in reforming the land tenure system via a democratic process becasue land reform is primarily an issue of basic human rights. It implies access to land and its benefits on more equitable and secure terms for all those who physically work it and primarily depend upon it for their liveliehoods. In unjust quasi fuedal structures left behind by colonial masters in some part of the country, this implies redistributing land rights to benefit the landless and near landless at the expense of landholders and others who appropriated most of its benefits based on the doctrine of the "divine right of Kings". In my view , this is unfair feudal system in which social postion of landowners is determined by the 'accident of birth'.

It is time for all actors to unite and bring about and consolidate genuine land reform which is intended to benefit the majority of the polulation that are living below poverty line

The old system of land belonging to clan or tribe,was for the african affairs of agriculture, as opposed to mining and plantations-'.Kwame .'the onus probandi of ownership rests upon the rightful owner' however, our ancestors were not required to register their lands'. Surface rights......superficial in mining terms.

We have had this problem for years, expect politians and the people to have come up with better ideas,other than convicting people for the interest of development by oppresing others. Can who ever is wanting to take some one else`s land up themselves in those people`s feet and feel the pain of loosing the best asset you have AND FOR SURE IF THIS LAND ENDS UP INTO FARMS FOR EXPORT PRODUCTS WE MIGHT FIND OUR PRODUCTS AND INTERNATIONAL FREE TRADE UNDER SUNCTIONS AND UNABLE TO DO TRADE INTERNATIONALLY.
There are solutions to all problems if one does not want to sell come up with another idea,we all need to survive and surport our farmilies in one way or the other and that will always drop us into the ECONOMIC sector.
WHY doesnt the gorvenment set up an organisation to look out for land for potential development and layout the potential developmental projects with the understanding of the investment unit or the government itsself,let the land owners know what the projects at hand are and the benefits at hand.
THEY SALE the land OR THEY MAY LEASE the land depending weather it a long term investment or short term for a given amout and the possibility that the present farm or investiment group standard with the best oppotunity to release or rent that land if need be.
The land owner get paid Monthly or annually,each party provides its own lawyers at the table to come to ununderstanding.no one is oppressed,the land owner gets his percentage,people are employed and revenues for the government. And this can do for the buganda land too,negotiations between buganda,the government and the investor at hand.EVERY ONE GETS SOMETHING AT THE END OF THE DAY.
LETS GET OUT OF THESE UNDEVELOPMENT ISSUES AND WORK TOGETHE FOR THE BETTER.
In the end the government acts as the dealer in the casino,win either way.
I THINK THIS ISSUE IS GONE FOR A WHILE THAT A NEW APPROACH SHOULD BE TRIED OTHER THAN FORCE OR OPPRESSING OTHERS.
I THOUGHT THAT WHY WE HAVE BUSSINESS LAWYERS AND DEVELOPERS FOR.

We all love development and i do believe in seeing my Country prosperous and standards of living raised but there is one thing that our governent has failed to recognise.... the poor man and woman at the grass level. almost these people survive on less a dollar a day and the only pride that they have is land... we should open our eyes and look exrensively at some crucial issues that kill our poor Ugandans.. most of us depend on our small pieces of land through subsustence faming and cattle keeping for survival in this unfavouring money economy that has left many begging... i love president Museveni's propoasals to reform and transform Ugandans income earning through his programmes "bonna bagaggawale" but many of such proposals have fallen short of sucess because of lack of proper planning just likke the "entandikwa scheme' Its only a few of government officials who enjoy bread and butter while our people at grass root level sleep on empty stomachs.... where are the good couragious leaders who have a sense of humour and concern for the local suffering peasants???? where is my country heading to??? WE SHOULD NEVER GRAB OTHER'S PROPERTY IN DISGUISE OF DEVELOPMENT" ALL U GOVERNMENT OFFICAILS OF SELF INTEREST AND GREED NATURE< THIS WORLD HOLD NOTHING FOR YOU UNLESS THE IMAGE YOU LEAVE BEHIND"

To me land ammendiment bill 2007 has lost popularity in most parts of the country.
On the conference which i attended on this very matter on 5/4/2008 at muk Sanet bullding conference hall.Most people of the country are objective to the bill and more optmistic and rather critics of the land ammendimnet bill 2007.I wittnessed an old woman sheding tearing saying anxiously that never should land ammenimnet bill 2007 be supported!
I strongly rally behind this idea because the objective of the bill itself is a matter to question, the sub-section of art.32 (b) of the ammendment land bill 2007 is contradictory in nature and character, what calls people attentions and i too is that, it is clearly pointed out in the bill that "if any one claims an interest on land , the one claiming evection on such a person should do it through the court"
To my understanding eviction through the court needs money of which most of our rural people can't afford.
This means if a person show the interest on land of our rural dwellers then they would grab is automatically becouse the poor can't evict them through court.
And a very big question that storms people's brain is, who is that claiming interest on customary land?
This are the people the government has organised to grab people's land, yeah!
I think government of uganda should get others ways of addressing the better land use in uganda otherwise if it continues to support the bill it would be decampaigning itself, rem 2011 is not far.
This would again call rebellion in uganda, and the peace which have never been expirience will never be seen which rolls back ugandas developemnt.
