With the high population growth rates in Uganda, how many children should a Ugandan family have? Tell it all!

Why this kind of question?
Anyway, it would yield some positive results with time if each family had three children, however, the other side of the coin should also be considered.

It is a good idea and worthy implementing.

When one who is well infomred reads this kinda o informations calls it fun. thinks lke all Ugandans should think like Robert!
Yes eveybody is entilted to his thinking,but there is a gospel song in lUganda which says that if you want to know who you are,tell me your friends and I will tell you who you are. Birds of the same feathers flock together is an old English adage. This adage is best when investigating fraud and corrutpion, graft and ehtical evils,crime and behaviour. This factored in educations and pshychology makes our teachers and mothers understand who we can be as citizens of a nation .true the environment shapes us all to behave as good corporate citizens.
Now the issue of Gasasira to be left alone simly becasue he get little salary so that he can organisa more loot to the nation is the other way fraud and corruption has continued to at high standards in Uganda.
I pointed out earlier that frauds can also be metted through training and it is in the ministry of health where such misuse of funds through traineng goes without mention abused by principal accountant of his calibre.
If Gasasira has harnessed wealth through bank loans, and since he is may be a professional accountant which profession is always abused meant for certified or chartered acountants , simply means that there is a trend of his wealth and its growth. I dont think Gasasira can account for his wealth transparently.

Getting small salar y is not a gateway to defraud your country. It is simply an abuse of office an opportunitic way to defraud the public funds. The law is clear on this.
Paying good salaries yes the government should do that but how is the government purse heavy enough to pay people like Gasasira ,still they will continue to misuse public funds since they are greedy, if they are not then what are they? Do they steal and give this money to chrities,if any mention it here.

Sebutinde got her lot because she negotiated well for the job, did Gasasira negotiate to mismanage public funds?
UG1.2 Billion how many village medical clinics and drugs can that money contribute to the social welfare of Ugandans .Robert mentions only Ug.1,2billions htis is a night mare to most of us to ever get, what about ohter funds he has in banks and property values, working for 32 years does not mean mismanaging public funds. Whom must we blame the civil service commission of public service commissions,what does the law on meployment say abut such people like Gasasira.

The issue of mismanaging public funds through business tricks and training and fake procurements in ministry of health if well investigated,one would find alot of dirt that can make every body fill like people in ministry of health are hidding fraudsters. I think it is even more fraudulent in health ministry alike if well investigated. Just try to find out how and who owns what property instead of Gasisira alone and you wont have words to say.
Just investigate if you know how to do it with the help of forensic CIDs about documents and prints of al training materials just to prove if they are value for money and you wnt have any words left to say.
Just find out where all trainings for minsitry of health take place, and you wont have words to say. In most of them you may find that 3 out of ten are genuine workshops for over ten years.
Just find out the accountabilities for those workshops and follow up the cahs receipts or any other third party support documentation, interview some source of those documentation and you will find the dirt.
Find out about the handwritings on thsoe support cash receipts or any other third party documentation and you may fnd that the abiter is the culprit and culprit is the abiter and the hand writing is of the boss the program implementor. Did you know that it is easy to discover fraud in Uganda. It is simply reading the mind of the person investigated, know his income, his living conditions,his opportunistic job , his accountanbilities and where the workshops took place ,who presided over such workshops, ask the area LCs and you will discover the loot.

So some how some fraudsters escape whistleblowing because they get handouts sums just ot go and pay rent and they keep mum. thus bribery. NSSF and URA as mentioned by Robert pays more salaries but has it stopped fraudster of their schemes?

So the scenario below leaves most of us agape wondering how fraud can be faught when the roberts here below can say what they have written>

EDITOR—I have read a lot about the principal accountant in the Ministry of Health, Mr Gasasira. I have found no particular complaint against him from all the departments he served.

This explains the dilemma the Public Service Commission is facing in relation to rewarding its public servants. Government knows it very well that it underpays its staff and yet the cost of living is high.

They are therefore forced to do business, solicit workshops where they make savings as well as accept gifts and even borrow money from various sources to do business for survival in our unpredictable economy.

Why should the Government pay higher salaries to one section of workers such as URA, NSSF, and Bank of Uganda and ignore other public servants? Instead of criminalising Gasasira, Government should pay a living wage to public servants and question them if they engage in dubious business.

Why should a man who has had 31 years of uninterrupted public service career be put to task over property estimated at only sh1.2b? Once Justice Julia Ssebutinde was paid over sh300m for a job she did for less than one year! Gasasira should be left alone to manage his properties and pay his bank loans.

According to the country's economy and the people's way of life, a Ugandan family should have 2 children and that number is just enough and there is no need for many children who will suffer below the poverty line.

People get scared of the population growth considering the available resources and the fact that most are non-renewable! Important to note is that every human being yearns to bear a child atleast. Unfortunately there are those who can not have a child. To state the number of children for a family is to say that all have the same fecundity and therefore decision for them to have a huniform number. If we begin to aportion numbers for each family it means that we are taking charge of nature-God, to be specific.Non-the-less man should act in a ratiaonal manner in all what he does. We have failed to manage the resources how do we think we shall manage the human resouce and particularly its reproductive capacity. Let use resources judiciously and the question of numbers will take care of itself. Forinstance why continue wasting the land area when the sky is the limit. we should begin aerial construction with the size of rooms that are just enough. why construct a bungalow and only use only six square feet?,madness! family can have one child or ten or twenty if the resources are available and will continue to be available today tomorrow and the other day.

To my mind we should sterilise women who produce excess children without being able to feed them and educate them. Men should do their best to find work rather than staying at home and having sex as an occupation.The govt should create more jobs.

I find it as an insult to Ugandans studying abroad that the president has ordered universities to charge level tuition fees for both local and international students. The president should know, I am sure he does, that it is the normal practice for universities the world over to charge international students more tuition fees than local students. Even in Finland where education is free, there are proposals to start charging tuition fees from international students. The best way would be for the EAC to pass a tuition fees law that would enable universities in the region to treat EAC students (local or international) equally in terms of tuition charges as the case is among European Union member states (although tuition fees' levels vary accross nation states). Then, non EAC students would pay higher tuition fees.

Will private universities, which rely almost entirely on tuition fees accept the president's directive? I guess not unless he directs the MoF to allocate them some funds

Now that you have identified “the high population growth rates in Uganda” the nearest concern shouldn’t be number of children to family but how to manage it, directing it to the available resources for stabilization. Late the government extend related social services countrywide and rural urban migration will reduce. It is only town in Uganda that population has out competed the social services.

The course of the river they; say determines the colour of the water like wise our back grounds determine the number of children. Late the elite classes continue unleashing the findings. Each family will determine how many children are important. About its increase, the government should revise the education nature and structure to equip its population with skills minimizing on job seeking ratio. Otherwise, GOD shall provide what is necessary food inclusive.

I am amused the way you phrased your question/statement; “With the high population growth rates in Uganda, how many children should a Ugandan family have? Tell it all!” Oh!!!! Specifying the number even? I would like us accept that population increase is GOD’s concern as many governments have tried limiting it but still increasing. We should only think about managing it rather controlling.
