As a street person, I understand it as correction of unseen barrier to the constitution, to benefit the RULING-ELITE of Uganda to continue serving the ruling class interests of the 'WHITE' WESTERN WORLD at the cost of UGANDA-NATIVES in 'abject poverty'
can you please elaborate more, cos to me it looks like m7,s clan are the sole beneficiaries, cos the west can be served by anybody anywhere if you refuse the they employ violance!

Does white paper have any meaning to contemporary Ugandans? If so, please pass the knowledge, I stand to be corrected.
As a street person, I understand it as correction of unseen barrier to the constitution, to benefit the RULING-ELITE of Uganda to continue serving the ruling class interests of the 'WHITE' WESTERN WORLD at the cost of UGANDA-NATIVES in 'abject poverty'.
Uganda is a role-model refrecting a FRUCTURED SOCIETY as some comentators put it.
M7 your building bitterness in your fellow country-men, please don't do more damage. |

| There is a lot of cofusion about the white paper to the extent that even some MPs donot understand it fully.My suggesttion is that it would be better to take time and circulate it and sensitise people on the implications of the white paper.Patinent issues could be photocopied and given out through the media for people to read and uderstand them. The white paper has been interpreted to mean M7s manifesto for 2006.circulars pullouts could be sent to Schools,hospitals,markets,churches,etc all aimed at disseminating information about the white paper. |

| the white paper to me could be a good thing by the government if it could be given with both hands. it seams like the government has used it to manupulate their position in to power and yet make the opposition content that they are realistic to democracy. if the whole document could be discussed with the whole truth, then the white paper would be of alot importance to ugandan.by ouma pa okello |

"Its even more democratic than the "democracy" of Electoral Colleges in the US, which he may wish to advise our American brothers to please change and get real democracy:" Ssemaka.
The electoral colleges may not be perfect, but they give a "voice" to the majority of voters in a state. And, without backhanders.
Democracy is not just about casting votes; it is about representation. We have all heard of people like Saddam Hussein getting over 99% of the vote in elections, but did the electorate have a real choice in the matter?

There is no point wasting time discussing this so called white paper because it is a fake.
First of all billions of tax payers money was spent on the Sempebwa Constitutional Review Commission to gather people’s view on constitutional amendments The results was the CRC report to cabinet to produce the white paper.
Instead what happened is, the president with a few of his cousins, sits under a tree in Rwakitura and deletes nearly all that were in the report and substitutes his own.
Aware that this new report is not the CRC report that was the people’s view, the president must bribe members of parliaments to go and sell those views of his to the peoples.
Questions are why did he waste so much money on the CRC in the first place knowing very well it is his own views that matter in the final analysis?
Secondly why waste money again bribing parliament to go consulting on matters long fixed up in your inner circle of cousins?
All these are because the president has totally no regard for any body any more in the country. He does his own things and with impunity, because it is only the gun that matter to him. The consequence is that only the gun can make him change his mind on national matters, especially that even our parliament no longer speak for us, but for money.

Everything has already been determined and nothing much can the citizens do. |
